Changing it is an objectively, immutably bad design decision on the same level as saying gravity isn't real.
I think you missed the point in that WotC didn't change anything. DnD's Vampiric Touch works the same way it did ten years ago, as a melee spell.
WotC was never going to change how an established spell works just because it works differently in a crossover because it affects the game as a whole. Changing how it works would mean that Vampiric Touch would become a range dot even when you're not playing WoW DnD.
If WotC wanted to make Vampiric Touch, they would have made a new spell just like how they replicated Dev Evoker's Firestorm. They copied how Firestorm works in WoW, and then gave it a new name (Emberstorm) because Firestorm was already an established D&D spell.

Wild to say that while we're still in a set with a mono-Blue villian.

Getting off topic. Original topic was you being worried about reprinting UB cards.
My point is that the barrier to reprinting all the most property-specific UB cards long after they lose all the licenses is significantly lower than printing a single reserve list card. Being worried about a second Reserve List is unneccesary.
Vedney
Motivation and causes are irrelevant. Lack of digital licensing is also just a step away from lack of licensing period, which is what you are worried about.
What matters is that the tooling and resulting cards exist (even abstractly). OM1 answered the question of how they would handle UB-specific creature types and keywords, the aspect that most people (including you) were worried about.
WotC can't choose to print the reserve list. WotC can choose to print OM1, they just chose not to. That's a very meaningful distinction.

It's not a flavor issue. They mechanically want Red to be weak against enchantments the same way that Black can't handle artifacts because they don't want any individual color to be able to do everything.
Vedney
Spiderman
They don't have any of it on paper, but they already have the full card file, art and all.
Here's The Soul Stone for example.
Vedney
WotC considers it a color break because it hits enchantments, which they don't want Red to be able to handle.
Vedney
They increased the mana on this solely to make it worse to beam up.
Vedney
No, Disc hasn't be about damage reduction for a decade at this point.
The subclass description here also pretty much solely talks about how Discipline is about balance.
Vedney
Disc Priest kinda confused me a bit too.
They gave Disc Atonement, and then several protection spells that dont apply Atonement, and several offensive spells that dont trigger Atonement healing.

There's definitely an element of shaved names for all the classes that didnt recieved little to no content (Warrior, Warlock)
But there's definitely an attempt of emulation for all of the new content. Beacon of Faith does cleave healing. Prowl shapeshifts you into stealth. Ebon Might buffs your friends.
I would say that any WoW player can predict how 80% of the new spells and feats work by just hearing the name (as long as they're already familiar with the WoW spell of course).
Vedney
There is very little reason to create classes because 80% of WoW's classes align 1:1 with a D&D class, right down to their names.
Of the ones that don't, they are pretty setting specific and don't really lends themselves to wide design space for new subclasses even if it wasn't setting specific. (Devourer Demon Hunter was already a huge reach as they aren't even about hunting demons.)
Vedney
This is kinda disappointing for them.
Green-Black's draft archetype is "leave the graveyard". Culber was literally murdered and then came back to life. WotC couldn't do anything with that?
Vedney
Hits on you immediately and can still tap.

I had to reread this before I realized my normal Sagas wont fly.
Vedney
We really have Faeries and non-Borg showing up on a same of rules text.
Vedney
I'm gonna say, WoW has done better in recent times. Yes, there were times it was really lopsided, but right now, Disc has Shadow Mend, SW: Pain and Death, Mind Blast, and Void Shield.
I just hate the spell list more than anything.
Stoneskin, Protection from Energy, and Shield of Faith all don't heal and thus dont leave a Atonement. They could have just left Shield of Faith to represent PW: Shield and then picked some actual healing spells. And, correct me if I'm wrong, but Magic Weapon and Guardian of Faith don't trigger Atonement either, right?
Vedney
I have a gripe with the Discipline Cleric when it's supposed to be about the balance between light and darkness, yet its spell list and features don't really have much of any dark, edgy or necrotic stuff.
Vedney
They honestly did more for the classes that don't have new subclasses than I expected them to do.
Vedney
Do you honestly believe WotC to be so disjointed as to sign deals before they have plans on how to enact them?
Vedney
Mark is saying that there are no plans to make tentpole sets of that size
then they are continuing with small sets?
These two clauses don't make sense with each other. You quoted Mark saying that they aren't planning to make small sets and then said that they are continuing to make small sets.
Vedney
I'm gonna argue that Final Fantasy is significantly more disjointed.
Vedney
The issue you mentioned is something the Business team is supposed to worry about, not R&D. R&D's job is to determine whether it's tenable to make a set at all.
I think adjusting it was out of the question. I do think WotC wants you to be able use all these new spells even when you're not playing WoW DnD, which means you'd have two different versions of Vampiric Touch that exist in the same ecosystem.
WotC still could have created WoW's Vampiric Touch and then just named it Vampiric Tap or something.
