So theres a inner wall to unlocking ss3 as pointed out when goku trains shallot to unlock it in dragon ball legends. Now of course games arent canon but i take this as head cannon. It can be anything. Its about reaching who you really are or some sort of mental block. I also take the imagery from the anime of the Ozaru and baby goku during the buu arc as evidence to support this.

So basically i think that because daima is separate. Vegeta was able to unlock ss3 because of his admittance of goku being number 1.

However in super it feels like he regressed a little bit so perhaps he hasnt really taken that to heart like daima vegeta has. They both still have ego but vegeta in daima feels a lot less "im better than kakarot" than in super. Of course this is all headcanon

That year gap is the majority of time spent in rezero. And yes actually. In arcs 8+ he does stop being as emotional. In fact by arc 8 they stop showing us the loops. We just see him do everything perfectly like how everyone else in the world sees him. He just starts using rbd like a video game save point or save scumming

Tbf by the time subaru was caused that ruckus in s3e1, he has been in lugunica for a couple months at best. Or a few weeks at worst. Not years. In fact up to arc 10 in the web novel the total time subaru has spent in this world is actually only about a year and a half if you count actual time, to 2.5 years if you count rbd. And most of that is from arc 7-9.

So by the time in s3e1, he may have learned that lesson. But he hasn't had time to keep that lesson and internalize it. You may realize a problem with yourself. But that doesn't mean youre going to perfectly stop that behavior the next time something happens.
