It's 100% true and been in progress for years. This was the case for me at first. But after creating a really small skill that essentially - calls out bad performance practices - gives guidance on how to use the explain plan, - some instructions to try multiple different queries and compare their performance

It writes damn near perfect SQL now. Only exception is if I'm working on some monstrosity of a database that was designed like shit.
