The first 2 games were about gangs and crimes but in SR3 the saints gang developed itself into a popular culture and built a utopian world and you do get funny missions and crazy weapons/vehicles. Then SR4 goes full fantastical where the earth is destroyed by aliens and you are trapped in a simulated world
