The WWU-US/CWA bargaining unit was [certified with 213 members](https://www.nlrb.gov/case/20-RC-391740). That unit is a subset of the Wikimedia Foundation's US workforce. Internationally, and including part time + sort term contractors, the Wikimedia Foundation employs around 700 people in 44 countries and all continents except Antarctica.

See https://mediawiki.org/wiki/Version_lifecycle for the list of past releases. 1.27, 1.31, 1.35, and 1.39 would be the LTS releases to use.

Redneck, pirate, and pig Latin localizations are all helpers for monolingual English speaking developers to test the localization support of their software.

The US does not have nationalized ID cards. Voter id in the US is a poll tax. None of the forms of id accepted by these Republican laws are free. They all require payment to the government.

The software is released under an open source license, but Signal is not the product of an open volunteer community. The engineers are paid and the product roadmap is controlled by Signal Messenger LLC. Billionaire Brian Acton bankrolls the organization.

You are correct about some of the multilingual support limitations of the Translate extension. One workaround for the title localization issue could be a local social convention of creating redirect pages with the language appropriate title.

The Wikipedia family of wikis are each managed independent of each other for article content.

There is however a project designed to help with the exact task you describe: https://www.mediawiki.org/wiki/Content_translation . I understand it has been used to quite some success to help provide localized content across Wikipedia wikis. I know all the source code behind this is available under Open Source licensing, but I do not know if instructions on how to install and configure it outside of Wikimedia is readily available.

For the use case you describe, https://mediawiki.org/wiki/Extension:Translate would be a possible solution. This is the technology used on that same wiki to provide articles in many languages with translations based on an English source document.
