Well, none of us is privy to details of the current system but it appears to me that the issue is caused precisely by the way game sees no difference between a horisontal, few cm tall plate and actual piece of armor. No wonder, it has no way to tell from the model alone. But with current technology you could either create an algorithm that assigns values to chunks of armor to remove the most aggravating cases. We already have varous modifiers for various types of armor composition, expand it to part type/ angle orientation and at the very least you improve the gameplay on flat terrains and in cities a fair bit

If the goal is not to make an ideal simulation but rather improving the gameplay by reducing the amount of unlucky, bullshit cases, the difficulty of programming it goes down dramatically.

Not to mention at this point you could probably hand over this task to some AI model and get a pretty decent result that only requires manual QA to get rid of fringe cases.

There are multiple ways to improve the situation, calculate how much of the projectile's area is intercepted by a plate and apply proper modifer, apply a tag to certain plates in tanks' models so a horisontal plate isn't treated the same as proper armor of equal width and so on.

Even if it is not ideal, it could easily prevent the most bs cases like the one shown (shots to side, shots to tracks, shots to base of turret and so on) and I'm pretty confident that would be enough to reduce the amount of complaints a lot.

There's just no will to do put this kind of effort.
