While it’s true that 3.0 offers better speeds, it’d have meant doing a thicker device and we wouldn’t have been able to incorporate a technology like Dash Charge.

Taxes and transportation costs to EU. Not much we can do about it :(

Regarding your additional question: it's not possible to order the phone on the US website and ship it to EU unless you use a forwarder, but I wouldn't recommend you doing this because you might not have full support in terms of LTE bands.
