I'd argue that as a diplomat, he'd require a surname to perform his duties. He'd likely need 2 names to get around, and it wouldn't be fitting for a distinguished person such as the Earl of Grantham to be referring to someone by their first name only, at least before he got to know them.

Was it actually the case that every Turkish person didn't have a surname at the time? Could there not have been exceptions for individuals with high status?
