I have been doing some porting from Python to Java and yes if you don't want to blow away you tokens I suggest a three phase process:

1. covert syntax rule engine
2. for the stuff that does not convert via the rule use local SLM qwen-7b
3. close the gap with your Claude / Co-Pilot subscription
