If he is on a tourist visa it makes no sense to try to buy a car and he would be better off with a rental.

For a kei car I do think there is a way to make it work and I have read that it has been done but I do not recommend this for someone on a tourist visa.

Sadly because the vast majority of Vietnamese in Japan are low skilled laborers their manners or their behavior isn’t often the best so they can be loud, create messes and commit crimes so it’s not a good reflection on Vietnamese people.

A lot of progressives are just out of touch with reality and don’t have to live with the aftermath of their terrible choices.

If it were up to me I would forcibly evict the majority of them to red states so they would actually be forced to make realistic changes instead of shouting “Free Palestine” in blue cities.

Just recently a Vietnamese man was arrested for trapping boar and deer illegally without a license and the police need to crack down on this as it's actually becoming a big problem. There is a need to manage the boar and deer population but hunters should get a proper trapping license and follow the rules.
