While I'm not a fan of this trend nor wish to validate it in anyway, id say this: adolescence probably holds the most amount of confusion, hormonal and physical changes, followed by mentality (progression) for lack of better term. Rebelious, immoral, anti-norm behaviour is expected at this age and there's little to do about it by parents or teachers, per se. Obviously having internet access at early age doesn't help, i still think the issue is getting more attention since there's more reporting/exposure of it nowadays.
