The most side questy stuff in ff7 was the golden saucer arena, racing + minigames, chocobo breeding and hunting down all the weapons. I guess Wutai might count since it's optional? Actually also hunting down everyone's ultimate weapons and limit breaks too.

I feel like it was definitely a good amount of backtracking, maybe not as much as rebirth but there was a good amount. It was also all near the very end, and not dispersed throughout the game.
