Looks like this is what I'll have to do. Sadly my landlord/agency are useless and will be trying to avoid this at all costs. They haven't even checked the flat since the last tennants left. Thanks for the advice

Moved into a new flat today and looked on the window sill of my room to find what looked like mould everywhere. I bleach/water-ed it and scrubbed but it didn't come off so I painted the thing. What are your thoughts on this situation? Should I be concerned? Is painting over it fine? Thanks for the help.
