I think you highlight another aspect well and that is institutions. I don't know that Tolkien had any examples of the slow corruption of institutions in the same way as Jordan and the Aes Sedai. It's a real strength of the series for me.

He already has fully fleshed out female characters in that book so I would say he got it pretty well right off the bat. I agree that his writing gets better so his expression of things blooms but his empathy is there from the start.

Also that get femininity is not sexual. I think those two get mixed up so much.
