One theory is that the people that vote in the first week or so are the diehard partisans that know early voting dates and are ready to cast their votes immediately. The last couple of weeks is when undecideds make their decisions so this announcement could be timed as a signal to that group now that partisans have already largely voted. Can’t find much to back it up statistically but it seems plausible to me 🤷
