Sorry if I'm about to paraphrase everything you just said, but I want to make sure I got it right...

If I have an employer who wants to sponsor me, they can still do so via the H1B1 route regardless of whether they are cap-exempt or non-cap-exempt, correct?

I have him leashed in places where he has to on a leash. I have him off leash in places where he can be off leash. He has pretty good recall, but I would rather be extra safe and have some sort of tracking device on him.
