Yes but racial biases that lead to more arrests is a separate statistic and should be measured by arrests per capita vs estimated frequency of criminality (very hard to measure but no doubt racial bias is a problem).

If you are analyzing police behaviour in the use of force, the original commenter is correct. The only thing that could maybe be gleaned from use of force vs population is the impact on the Black community, which is valid but unlikely to be what people are sharing this for
