Delta has a program called Propel Collegiate Pilot Career Path, started in 2018. It works with universities (including HBCUs — Historically Black Colleges & Universities) to help students of color and underrepresented groups prepare for becoming pilots, and provides a pathway with conditional job offers.

Delta has publicly committed to “reimagining its talent strategy” to increase equity, inclusion, and representation in its workforce. There are diversity, equity, and inclusion (DEI) goals in its ESG (Environmental, Social, and Governance) reporting and its “Close the Gap” strategy.

They’ve expanded engagement with HBCUs and provided scholarships, recruiting programs, internship pipelines, etc.

What there is no evidence of

No public documents or credible sources state that Delta has set a target to make 50% of its pilots Black.

No announcement or policy I've found backs the idea of a quota or explicit goal like “half of pilots will be Black.”

The only similarly framed goal I found was from United Airlines, which had a target to have 50% of its pilot trainees (or the people it plans to train) be women or people of color. That is United, not Delta.
