As someone who's uncut I'll chime in.

No, it doesn't need lube to slide like that, the skin can "roll" over itself as it moves up and down so as you slide it up, the foreskin rolls over the head to cover the tip (granted if one has a tight foreskin, it can need extra persuasion).

Another neat bonus is the foreskin itself actually partly acts like a sort of lubricant, when you push inside (or someone pushes inside you), the foreskin rolls back as you push in, so it adds another layer to the sensation and 'comfort' level. Less lubricant in general is needed with uncut, as once you're inside, the foreskin that's now rolled back and has extra slack on your shaft can move forwards and backwards as you thrust in and out, reducing chafing for both parties. It's just so much more comfortable having sex with someone who's uncut.

Cut definitely needs plenty of lube as things are taut/tight and depending on how tight the circumcision was done, there's little to no slack when erect, so there's no movement.

If you want to re-grow what would essentially be functionally the same as foreskin (you can't fully get everything back, but you can get something that's close), you can always look up foreskin restoration devices. It can take a couple years of constant use, but you can definitely recover skin to cover your tip. :)
