I think OP is mixing up rooted hair and sculpted hair? Rooted hair is what Barbies or MH dolls have, strands of hair poked into small holes in the soft plastic head. Sculpted hair is entirely made out of plastic.

But yeah OP, you won't find any rooted hair dolls in this community. BJDs are meant to be customized with wigs you can switch out.

It's just the basics of DD or BJD customisation: Put down a few layers of sealant (like MSC or Purity Seal) to give the material "tooth" for the paint to stick, and most importantly protect it from staining. Then use acrylic paint diluted to a workable consistency or a watercolour pencil for the lines. In the end, seal the head again to protect your work.

Definitely seal the head beforehand, whatever you do!
