Hernandez found that foot traffic and spending in targeted metro areas fell significantly where ICE activity and arrests occurred — a 2.9% drop in foot traffic and a 6.9% drop in consumer spending. That amounts to 8.1 billion fewer visits to businesses and workplaces, and up to $14 billion in forgone spending during the first year of Trump’s second administration.

He estimated Philadelphia saw a 193 million decline in visits to stores and workplaces and about $811 million in lost sales.

The drops occurred regardless of neighborhood demography. They affected multiple industries. And the impact did not dissipate over time — fear kept shoppers and workers away.

From the article:

Among the port’s planned investments are a new 2,000-foot berth at the Southport Marine Terminal that would be the facility's first new berth in 50 years. The 152-acre Mustin Yard site, which PhilaPort bought for $90 million in 2025, is planned to increase capacity for both auto and container cargo.

From the state funding, PhilaPort plans to spend $31 million to support dredging at its Southport Berth, $145 million for reclamation work at Southport Berth II and the North Wharf, $109 million for land purchases and $58 million for crane and equipment acquisition.

PhilaPort will also invest in improvements at the Tioga Marine Terminal berth to better handle liquid bulk barges and breakbulk vessels that carry oversized cargo, and to support cargo capabilities.

A top aide to Philadelphia Sheriff Rochelle Bilal revealed in court that an internal audit had recently uncovered $20 million in undisbursed money — including tax revenue and utility payments that should have gone into city coffers.

The stunning disclosure of misplaced sheriff-sale proceeds — which amount to more than half the office’s annual budget — came during a two-day hearing as Bilal and her staff seek to back out of a judge’s plan to appoint an independent supervisor to monitor the office’s troubled process.
