Nope you are entirely wrong and not familiar. That lane on nordel way is not a protected left turn. The lanes on 120th is the protected left turn. The van is on nordel way.

There are still cars turning left on the opposite side. The traffic lights also can tell it. If you are familiar with traffic lights and how many seconds they activate you can tell. We call that the point of no return.
