If he'd made any contribution to the bill whatsoever, be it to the actual text even by proxy or by garnering support for it, then sure but as it stands he simply did his job by signing on the dotted line.

Nothing more and nothing less, and just like a notary or accountant don't deserve recognition for the simple act of putting their signature on a document, it's the verification of the documents and other related work where they add value, neither should we applauding the president here, however marginally so, for fulfilling the most basic task of the office.
