because pnm is basically the hard mode version of nightmare which exists to give better unique chance per hour for the additional challenge, similar to hmt/expert toa/cms. if other bosses had hard modes like that, they'd probably get similar treatment, but the other big examples of hard modes would be stuff like awakened bosses which are designed to be killed once for the cosmetics, not to be killed continuously for better gp/hr
