My brother in Newton, finally, a correct answer! This is the only model I have seen so far where the statement in the original post actually holds true while the system still being well-defined.

There is a static friction force acting on the wheel that gets it rolling. There has to be an equal and opposing force to keep the wheel in place. That force comes from the shaft. Think about it this way: put a ball on a large piece of paper. Pull out the paper. If you're do it carefully, not so fast to get the ball slip, then the ball will get both rotational and linear velocity. The force that rotates it also gets it moving. You can use this force against the jet thrust.

That is not what I said. To get the massive wheel rotating, a force must act on it. That force can be arbitrary, if you accelerate the conveyor quickly enough. It can be large enough to counteract the jets. It's not "plane one meter ahead, tarp one meter back", you have tu pull the tarp much, much faster than that. How fast? There is the equation. Is it feasible in the real world? no.

but if the plane moves forward that means the conveyor is slower than the wheel, so its not what is described in the question

Here is my preferred interpretation: the statement that the conveyor exactly matches the speed of the wheel mathematically means that the wheel (and thus the plane) does not move forward, regardless if it is physically possible or not. Important note that this is not the same scenario that Mythbusters tested! They used a conveyor of constant speed. If we model the situation with spherical cows, perfect non-slipping friction, and a single wheel with angular mass, then a sufficiently accelerating conveyor can continuously overcome the thrust force from the jet and keep the plane in place. The conveyor needs to constantly accelerate at

a=Fr²/θ

where a is the conveyors acceleration, θ and r is the moment of inertia and radius of the wheel, and F is the thrust force from the jet.

For a small rc plane with 1N thrust and a 3cm wheel that would be around 2000m/s2, or about 200x gravity
