That is a surface piercing, not a navel piercing. No matter what you do, this will not heal.

If you're very careful, you can look closely to see if the stitches going across it are separate from the actual seam stitch. They usually end less than a centimeter past the end of the tag if they're not part of the actual seam. If they're stitched on separately, you can just seam rip the stitches over the top of the tags and remove them
Red swelling that is getting redder, crusty skin, nee-doh consistency. With it being so close to your eye, it can get very dangerous for you very quickly, and if it is an infection that is left untreated, it could lead you to lose vision in your eye.
