We know they will have access to declared sites, but we do not know all the details. So yes, there is a degree of uncertainty, but no, we are not just leaving inspections entirely up to Iran.

There was some controversy over whether Iran would allow inspectors at military sites, but just yesterday we learned that they will allow inspectors to supervise at Parchin. http://www.reuters.com/article/2015/09/11/us-iran-nuclear-parchin-exclusive-idUSKCN0RB2D420150911
I don't think we know the full details of Iran's arrangement with IAEA at this time. My understanding is that IAEA does in fact have access to declared sites and must be granted some manner of access to suspected undeclared sites within 24 days of request.

They can't. If they are discovered to have broken the agreement, which they certainly would be before they could actually develop an arsenal (which would take years), then Iran will have fucked off China, France, Russia, the United Kingdom, Germany and the United States. Essentially the last straw generating united ire of the P5+1. At that point, yeah there's probably a very good chance of military actions. Iran knows they can't build a usable arsenal of nuclear weapons without tipping off inspectors. Just one bomb is probably a long shot.
