It is a bit bigger than a credit card. This is on a lamp post at a college that has recently implemented various surveillance technologies and we are wondering if this may be one of them.

It's a photo sensor (aka dusk-to-dawn light sensor) to turn the lamp on at dark.
My title describes the thing. Not all lamp posts on the campus have them. Not sure where to start in terms of searching beyond asking here.
And as for why not all the lamps have them, if they're turned on or off in groups by one sensor not all of the lamps would need sensors, saving costs.
What a clunky solution, though. One photo sensor is certainly cheaper in the long run than regularly replacing 80 dusk-to-dawn bulbs, but does a cream colored plastic box have to be mounted on the crown of a nice old fixture? Mount it literally anywhere else.
Which campus is this, u/a-pwwb? We need to stop funding the Endowment immediately.
