If you have the paper the hard part is done. I've done multiple roof jobs myself and it's it not hard.

Step one, if the job you have paid for included the materials then the roofer needs to turn over those materials, if not, report him for theft.

Step two, check if you need a permit to finish the roof.

Step three, rent an air compressor and a RoofPro from Home Depot. The RoofPro is a specific type of air driven nail guns for roofing nails.

Step three, either get some friends together or hire some day laborers and climb up on the roof and lay the shingles. Watch some youtube videos and see if you can find one guy who has done it before.

I spent a summer roofing many years ago. We did 4 roof jobs each one only took 1-2 days for shingles with 3 guys working.

It really isn't hard.

Option 2, lawyer up. Other people who have not been banned can do the job.

Also, the circumstances WERE NOT BEYOND HIS CONTROL. He chose to break a rule he knew about and that choice makes it 100% his fault. Your roofer needs to refund any remaining funds or subcontract with people who are not banned.
