As this would cause unwanted side effects such as extra battery drain, and because app developers in general couldn't be trusted to only use it when it actually made sense, Google got rid of the entire concept of "background service" altogether, and came up with this new paradigm instead, forcing app developers to be (slightly) less shitty.

For something like a music playing app to keep playing music when it's not directly on screen, it needs to be registered as what android calls a "foreground service". When you're one of those, you get a notification in the tray whether you like it or not, so that the user knows there's still something executing.
