the website was created way before most of the modern stacks existed and it definitely started small. hell even now with those better options available, a huge chunk of the web still runs on php (wordpress based sites are so fucked right now aren't they?). back then i think they would be picking between a few expensive enterprisey options like coldfusion or asp(.net), a dialect of brainfuck called perl, or ruby on rails (not really familiar with it enough to say anything about it). maybe python? reddit runs on python but i wouldn't know how feasible that was back then.

it's from their equivalent of 4chan and means something like "you're a fucking dick" (originally "ты хуй бля") and came from someone trying to be all profound about how pi's digits likely encode all information that ever existed, as long as you assign meaning to number combinations and then the post said something like

for example, if "265" means "you're a fucking dick", we can find that sequence in pi and therefore it contains that information
