I'm very strongly convinced that it's Mae.

She runs a successful business so has access to money, is savvy, has the pub boys who she can dress up in suits as patsies, is prominently present at the matches since the start of the season, was at the shareholders' meeting, and had the women's team cause a brawl in her pub (which made her angry). 

So she has reason to be angry, and she was very quick to distract the pub boys with coins (to stop them from talking). She basically confessed to Leslie why she's doing it, but he didn't catch on. 

I suspect though, that the big reveal will be that's she's not angry at the womens' team, but at the other shareholders and how they dismissed womens' soccer at the shareholders' meeting at the start of the season. So she has decided to start buying them out.

I think the writers are doing a bait and switch, by making it sound like whoever is buying up shares is doing it out of malice and anger towards Richmond, while really it's anger directed towards MEN and how they treat womens' football. It would be super on theme for this season.

Mae is not trying to sabotage Richmond. She's trying to support the womens' team. She believes. 

Players are rich, owners are wealthy, but Phoebe towers above all!
